Houston Names Chief Officer for Sustainable Growth

Also, J.E. Dunn Construction South Central announces new leadership; Carter & Burgess, Pape-Dawson and Jaster-Quintanilla name new associate and principals. LAN representatives speak at the 2007 Ports Conference.

City of Houston Mayor Bill White recently announced the selection of Cristopher C. Eugster, a former partner at McKinsey & Co., as the Chief Officer for Sustainable Growth for the city of Houston. Eugster will work with key leaders both within city government and across the broader Houston community to drive energy efficiency, optimize our waste disposal capacity, and address environmental challenges in an effort to save taxpayer dollars and foster continued growth for the city. A former engineer and management consultant, Eugster has counseled many senior executives of Fortune 500 companies, investment firms and entrepreneurs on strategic, organizational and operational transformation. “Cris Eugster is the person to direct our efforts to make Houston a leader in alternative energy use,” says Mayor White. “The benefits will make Houston more attractive to businesses considering a move to our city.” Eugster earned a bachelor’s of science from Texas A&M University in electrical engineering and received his master’s and Ph.D. in electrical engineering from Massachusetts Institute of Technology graduating in 1993. Says Eugster: “I look forward to working with leaders in our community to ensure good stewardship of our precious resources. The benefits to our community will be lower costs, higher quality of life, and continued growth and prosperity for the city of Houston.”


JE Dunn Construction recently announced the promotion of Gregg Lynch to president & CEO. Peter Doyle retains his role as chairman. The firm also promoted Doug Combes to vice president in charge of the Houston office of JE Dunn and Carl Chavis to assistant vice president responsible for the Safety Group and Quality Assurance. JE Dunn Construction South Central is a locally managed construction manager/general contractor serving the South Central region of the United States.


Pape-Dawson Engineers Inc. recently announced the addition of Elaiza Alvarez, as engineer I, and Milton Palmer, engineer I, and Mark Parnin, engineer I. Alvarez received her bachelor’s of science in civil engineering from the University of the National Armed Forces in 2001. She earned her master’s of science in civil and environmental engineering from Louisiana State University in 2003. Palmer received his bachelor’s of science degree in agriculture engineering from Texas A&M University in 2006. Palmer has joined a Pape-Dawson land development team. Parnin received his bachelor’s of science in civil engineering from the University of Texas at San Antonio in 2006.


Carter & Burgess has promoted Scott Windle, AIA, to associate. He is program manager in the Building Programs unit of Carter & Burgess – Dallas. Windle has more than 26 years of experience in retail design with an emphasis in restaurants. His experience includes concept design, prototype development, value engineering analysis, national building code evaluation and nationwide rollout programs. He has worked extensively with a variety of fast-food, casual dining, fine dining and themed/entertainment restaurants across the country. Windle is a registered architect in 47 states and the District of Columbia. He is also a registered interior designer in the State of Texas.


Lockwood, Andrews & Newnam Inc. (LAN) recently announced that its program manager, Tyson E. Thomas, P.E., and water resources team leader, Stephen A. Gilbreath, P.E., will speak at the Ports 2007 Conference. Thomas and Gilbreath are among a diverse group of 140 professionals from around the globe who will present professional and technical papers on various aspects of port development. Their presentation titled, “The Port of Houston Authority Delivers The Bayport Terminal Complex,” will focus on the planning, design and construction management activities related to the development and implementation of the Bayport Terminal Complex to date, and the numerous issues and challenges associated with them.


Jaster-Quintanilla, the structural and civil engineering firm founded by David Quintanilla, P.E. and Gary W. Jaster, P.E. in Austin, recently announced its new principals and associates for 2007. In Dallas they are: Stanley R. Felts, RPLS, principal - manager, survey department; Christopher N. Story, P.E., principal - structural team leader; R. Rene Avila, P.E., associate - structural team leader; Christopher T. Maman, RPLS, associate - senior survey project manager; James D. Davis, Jr., P.E., associate - manager, civil department; Vickie Gutierrez, associate and Dallas office manager; and in Austin: Scott H. Francis, P.E., principal - senior structural project manager; Jamie Buchanan, P.E., associate - structural team leader.
